Almanac AS TUESDAY, NOVEMBER 16, 1999 FREMONT TRIBUNI ABORTION: Stenberg Obituaries CONTINUED FROM PAGE A1 Since then, the court has not issued a major decision on the right to abortion. The late-term abortion procedure involves partially extracting a fetus, legs first, through the birth canal, cutting the skull and draining the contents. Opponents often call it partial-birth abortion. Nebraskas law defines late-term abortions as partially delivering vaginally a living unborn child before killing the unborn child and completing the delivery. The law also uses the phrase living unborn child or a substantial portion Our position is that there is no logical basis to conclude that a child delivered all except its head is a non-person, but the same child delivered an additional few inches is a person, Stenberg said.

The state of Nebraska has a legitimate interest in banning this barbarous procedure. In March 1998, the high court voted 6-3 not to review an appeals courts invalidation of an Ohio law that banned the procedure. In the 8th Circuit opinion on the Nebraska law; Chief Judge Richard Arnold wrote, Such a prohibition places an undue burden on the right of women to choose whether to have an abortion, Arnold wrote.

Nebraskas law is similar to the 1997 federal bill that was vetoed by President Clinton, Kopf ruled in the case of Bellevue abortion doctor LeRoy Carhart, who challenged the state law that took effect in 1997. Architects predictions that the new jail would meet the countys needs for 20 to 25 years havent panned out, Carlstrom said. State jail standards used to allow double bunking in cells the size of Dodge Countys, but a change in standards took away that option, he said. If a large number of people tiy to use their phones, if for no other reason than to see if they work, that could cause a circuit overload, creating problems for people trying to call 911 with emergencies. If there was a phone overload, there would be nothing we could do about it, she said. Holzerland added that she is more worried about normal New Years Eve related problems such as drinking and driving than Y2K issues. Also, how things play out that night will depend on the weather. I think it makes sense for citizens to take basic precautions in the event of something happening for a few hours, he said.
